​The Board of Examiners examines all claims against the state except salaries and compensation fixed by law and ordinary operations of state government for which appropriations have been made. (I.C. 67-2001 to 67-2028) 

The Governor, Secretary of State and Attorney General constitute the Board of Examiners with the State Controller serving as ex officio secretary of the board. All members serve by reason of their elected office.
