Statewide Classification, State Goals, State Objectives, Departments
The State of Idaho groups budgetary programs within a specific goal and objective for the state as well as individual departments. In order to extract information at those levels, STARS requires that we assign a specific goal and objective for each budgetary program (Budget Unit). The Division of Financial Management decides the goal and object for each Budget Unit. Idaho Code defines departments.
Reports can be run in IBIS that will show your agency's State Goals and State Objectives structure.
State Goals are the focus of agency resources that will support the overall mission of the organization. The Governor's Office uses individual goals for the state when setting budgets. STARS maintains control over the use of state goal indicators using a Descriptor Table. State goals are set up for use by all agencies. These goals rarely change.

Idaho State Objectives within each goal include:
STARS maintains control over the use of departments using a Descriptor Table. These departments may change from year-to-year, but most stay the same. However, if the legislature adds a new department, they may need to combine other departments to stay within the constitutional limit (in Article IV, Executive Department).
